Burn should either re-install the older MSIs (small update/ minor upgrade MSI, or major upgrade MSI) if it can find them in the cache (shouldn't be removed yet since any related bundles have not been executed), or should default the rollback action during an upgrade to none. At least then the machine has the newer product, and end users still have something of the product installed.
I think the solution is related to the solution in bug 3307315 (#3190): we probably need to re-install (not repair) bundles that installed the older MSI. This provides the necessary context for restoring older MSIs, be it certain properties, features, or even BA behaviors.
