WiX 3.8 build fails

I can run the WiX 3.7 build without errors but when I run the 3.8 build it fails early in the process with the following errors:

D:\WiX\WiX3.8\Source\tools\WixBuild.Tools.targets(76,7): error MSB4115: The "exists" function only accepts a scalar value, but its argument "$(PlatformSdkIncludePath)" evaluates to "C:\Program Files (x86)\Windows Kits\8.0\include;C:\Program Files (x86)\Windows Kits\8.0\include\shared;C:\Program Files (x86)\Windows Kits\8.0\include\um" which is not a scalar value.
    Done building target "CheckRequiredProperties" in project "DocCompiler.csproj" -- FAILED.

I am having this same issue with 3.8.722. The source zip does not include a 'tools' folder.

Building from source zip file is not supported.
