pavelanfimov's pull request fixed this in v3.10. My updated pull request made it possible to show a different message for uninstall with a custom theme. I plan on updating the built in themes as part of implementing issue 4658.

Unfortunately, we forgot about another important point: the text during the removal process. He, too, must be different when installing and removing. Will we make another patch for Wix 3.9? I'm ready to do it.

What we did for 3.9 R2 was to merge specific commits from WiX v3.10. We'd do the same thing for 3.9 R3 if we did one but there are no plans to an R3, as of today.
