See story in http://wixtoolset.org/issues/4324/: It should be possible to declare that a package should be cached even if it's not going to be executed. (This is something a custom BA can do today.)

Changed Cache attribute to yes, no, always. Pull request at wixtoolset/wix3#21 was accepted.
