Some uninstallers will wipe out user settings, especially for apps that place their user data in the installed directory.
The engine already refuse to sync "deletes" if a product is not installed - however, it is possible that an uninstall will remove user data first before de-registering itself as an installed product. In this case, it will propagate all of those local user settings deletions to the remote database, and then consider the product uninstalled.
I don't see any comprehensive solution here besides delaying propagation of deletes, and/or rolling back recent setting deletes for an app after it is uninstalled.
