Browser Status Bar

Settings Browser should have a status bar. Right now when we re-enumerate values or products, we wipe out the whole listview while we wait for the new data to come along, and if a large sync is going on in the background, that's a long time to not let the user see the most recent set of values.

Instead, we should report that we are enumerating in some kind of status bar, so the user can still browse and interact with the most recently enumerated set of products or values.
