If environment variable %TMP% points to an existing file Burn fail to run without any error messages.
It seems Burn may show the error in FullUI mode.

Should have a fallback location(s) for a log so a failure log can be written.

Release changed from v3.8 to v3.x

Burn now writes an error to the Application event log if it can't run.
