CopyFile element is poorly described

DuplicateFile table, DuplicateFiles action and RemoveDuplicateFiles action say that the duplicate files are created when the associated component is installed and the duplicate files are removed when the associated component is removed.

http://wixtoolset.org/documentation/manual/v3/xsd/wix/copyfile.html has a poorly worded description that implies that the files are duplicated whenever the associated File element is installed or removed:

"When this element is nested under a File element, the parent file will be installed, then copied to the specified destination if the parent component of the file is selected for installation or removal."
