Add burn support for only caching packages

Update burn to support an execution mode where only caching occurs (packages are not installed). The ExePackage allows asynchronous command execution. This allows for packages to be ready for when they are required to be installed. (20903)

Possibly: for asynchronous child bundle execution, have the parent bundle wait until the child bundle is registered before continuing with the chain. (20939)

Also internal commit 3ddb076e which fix conditions in the upgrade relationship code.
