Using RemoveFolderEx@Property in a merge module fails because the Property column of the WixRemoveFolderEx table is authored without modularization despite a Property element with SuppressModularization not be authored. This does not follow expected behavior.

RemoveFolderEx.Property should be modularized as a Column

The value in the column is the name of a Property not a formatted field
that can contain properties.
