Nuget packages generated by WiX should have the version in the filename by default #4624

When creating packages with nuget.exe, the package file name is always {PackageId}.{Version}.nupkg. WiX should also do this by default (currently the file name is whatever the OutputName is set to).

I think this would be a breaking change, so it should be assigned to 4.0.
