Update element is 'unexpected child element' of Fragment, contrary to CHM parents list for Update.

The CHM for Wix/Update element indicates that Bundle and Fragment are valid parents. However placing the Update element in a Fragment results in 'unexpected child element'. This may be a documentation error, however it sure would to be nice to be able to place <Update/> in a Fragment (which also has a dummy PayloadGroup). This allows maintaining a single fragment used in many different bundles (with the unique portion of the URL set in a WixVariable).

I'm OK with this as a document error and remove Fragment as a parent. I found a way to set the same URL in multiple projects using a MSBuild property, which is more flexible than using a Fragment would have been.
