Icons are a great way to easily make an app HiDPI-aware (Windows scales the icon and picks the best image in the icon set).

I don't think this would be very useful for high DPI images in ThmUtil. Icons have a maximum size of 256x256. Also as far as I can tell, there is no native Windows support for registering the original source of the icon with a control such that it picks which of the icon's images to use.

They're useful for very simple UIs where you just want a decently-sized branding element. Supporting scaling is definitely preferable.
