XmlUtil uses raw GetProcAddress calls. ProcUtil offers some wrappers. wcawow64 offers some more. Let's pick one.

The doc is pretty clear WOW64 redirection should be disabled for as little time as possible. We're kinda abusing that. Or really abusing it.
