First ensures files are grouped by DiskId. Then files are sequenced by target directory order to optimize MSI installation behavior. Finally, files are alphabetized in the directory. Additional optimizations could be considered in the future from here. Fixes wixtoolset/issues#4409 Fixes wixtoolset/issues#4708

We are moving to Wix 4.0 and I have rebuilt one of our installers (after a fair amount of jumping through hoops) with the RC version, but now the install fails as it can't find files in the correct Cabs. Looking at the media table in Orca I can see that the LastSequence for each DiskId is no longer sequential as it was when the MSI was built using Wix 3.7. I can see the files are in the correct cabs but the incorrect sequencing in the media table has confused the installer.
