The "High Contrast Black" accessibility theme that is part of Windows (found in Control Panel\All Control Panel Items\Personalization@High Contrast Themes) causes the bootstrapper to not render properly. It makes the text on the EULA accept check box disappear! The problem seems to be for Windows 7 and above.
