"'darice.cub' cannot be found" error pops up randomly

During any other build (approx.) I see this error:

light.exe(0,0): error LGHT0222: The cube file 'C:\Users\konstantine\AppData\Local\assembly\dl3\X44V3RCH.61Z\2YP1WVB1.VZH\02c1dc21\00fb7941_0faed001\darice.cub' cannot be found. This file is required for MSI validation.

The only workaround I found is to copy darice.cub to that obscure location, but then few builds later the error is back!

It happened with Wix 3.8, 3.9 and 3.10, VS 2013 and VS 2015. The error seems very old, but very persistent. Extensive googling did not help. Please advise!

Looking at this issue http://wixtoolset.org/issues/3902, which is still not resolved, I would say it is a bug.

I understand about shadow copying, but what can possibly be wrong with the environment to cause malfunction? There are no settings or configs for shadow copying (with one exception), instead it is fully controlled by AppDomainSetup.

If it is not a bug, what can I do to stop it from happening?
