On Windows XP there are no description for ERROR_FAIL_NOACTION_REBOOT. FormatMessageW() returns nothing.
That's why user see only text "0x15e" that not user friendly.

We'd take this as a fix for WixStdBA because there it can be localized. StrUtil is too low level for an edge case like this.
