VS2015_IDE_VC_PROJECTSYSTEM_INSTALLED property is set when not expected #4945

The VS2015_IDE_VC_PROJECTSYSTEM_INSTALLED property (in WixVsExtension) does not behave as documented. The documentation reads "Indicates whether Visual Studio 2015 Professional Edition or higher is installed and the Visual C++ project system is installed for it." What this actually does is check for the "ProductDir" value under the "HKLM\SOFTWARE\Microsoft\VisualStudio\14.0\Setup\VC" registry key. An installation of VS 2015 without the optional Visual C++ feature selected has this registry entry, so a machine with such a setup still gets the VS2015_IDE_VC_PROJECTSYSTEM_INSTALLED property set.

My current workaround is to get the value above and then look for the compiler.

Rename to something more appropriate and/or find the actual project system.
